Obama vows 'aggressive' response after tsunami
30 September 2009 | 09:06:51 PM | Source: AFP
US President Barack Obama promised a "swift and aggressive" government response to the tsunami that hit American Samoa and neighbouring islands claiming at least 113 lives.
"I am closely monitoring these tragic events, and have declared a major disaster for American Samoa, which will provide the tools necessary for a full, swift and aggressive response," Obama said in a statement. The declaration of a major disaster allows the federal government to stump up money for temporary housing, clean up, repairs, unemployment aid and a range of temporary loans. Obama also pledged help for countries other than the US territory of American Samoa that have also been pummelled by the massive earthquake, with a magnitude between 8.0 and 8.3, and subsequent tsunami. "We also stand ready to help our friends in Samoa and the region," he said. The Federal Emergency Management Agency earlier said it was dispatching two disaster recovery teams to affected areas, to assess the extend of the damage. Obama said the US Coast Guard would also help deploy "resources to those areas in need of immediate assistance". "Going forward, we will continue to provide the resources necessary to respond to this catastrophe, and we will keep those who have lost so much in our thoughts and prayers."
Huge diamond unearthed in South Africa

Mine unearths 507 carat white diamond
September 30, 2009, 2:32 am
Mining group Petra Diamonds has discovered a 507.55 carat white diamond at South Africa's Cullinan mine, one of the largest high-quality rough diamonds ever found, the firm said on Tuesday.
"This spectacular gemstone was recovered on Thursday 24 September and is currently with experts for analysis," said a statement released by the London-listed company which operates mainly in Africa.
Initial examinations of the diamond which weighs just over 100 grams, have shown it to be of exceptional colour and clarity.
The diamond is undergoing colour grading, but is believed to be a rare Type II diamond, with very low traces of nitrogen - considered an impurity - making them among the most transparent and colourless of the gems.
"The Cullinan mine has again given the world a spectacularly beautiful and important diamond... we now eagerly await the findings of the expert analysis," said Johan Dippenaar, Petra's chief executive.
The precious stone was found alongside three other special white gems of similar colour and clarity, a large diamond of 168.00 carats and two other stones of 58.50 and 53.30 carats.
The mine which was previously owned by diamond mining giant De Beers, is renowned for the discovery of the famed Cullinan Diamond in 1905, which is part of the British crown jewels and weighed 3106 carats.
In May 2008, the mine produced a sparkling 101.27 carat diamond, roughly the size of a ping-pong ball.
The Cullinan Diamond Mine is the third richest diamond producing mine in South Africa.

Dozens dead in Samoan disaster
Australian dies, six missing in Samoan tsunami
An Australian woman has been killed and another six of her compatriots may be missing after a deadly earthquake and tsunami struck the remote Pacific island of Samoa.
The victim was a 50-year-old woman from Tasmania, a spokesman for the Department of Foreign Affairs and Trade (DFAT) spokesman said.
A New Zealander has also been killed.
Photos: The tsunami devastation
Around 40 people are dead following the 8.3 magnitude quake that struck at 6.48am Tuesday local time (0348 Wednesday AEST), triggering a massive tsunami.
The earthquake struck midway between the two island groups of Samoa and American Samoa.
Three Australians are in hospital in Samoa and authorities are trying to locate another six Australians whom they cannot account for at the moment. A DFAT spokesman confirmed one Australian woman had been killed and said consular officials were helping her family.
"Three other Australians have been hospitalised and are receiving consular assistance," the spokesman said.
"At this stage, six other Australians remain unaccounted for and our high commission is urgently seeking to confirm their safety." Melbourne man Nick Rees says his father has suspected broken ribs after being caught up in the disaster.
Mr Rees said his mother, father and sister were in Samoa and the Australian High Commission was assisting the family but it was difficult to get any information. "I've been only able to have brief conversations due to the fact that other people want to use the telephone to let their relatives know that they're okay as well," Mr Rees told ABC radio.
"We don't really know much information, but I would assume it was quite brief with little warning given that my father was injured. "I'm assuming they would've got further away if they could."
Australia and New Zealand have both received appeals for help from the Samoan government.
"We are now discussing with the New Zealand and Samoan governments how best we can meet this request," the DFAT spokesman said. A team of officials from foreign affairs and defence will be leaving for Samoa shortly.
United States President Barack Obama has declared "a major disaster exists" in American Samoa, while Samoa's deputy prime minister Misa Telefoni says popular resort areas have been devastated.
DFAT has reissued its travel advice for Samoa, warning of the dangers associated with the overnight natural disasters.
Foreign Minister Stephen Smith told ABC Radio one of the biggest concerns for authorities was the disaster had struck the popular resort areas of Samoa.
"The most difficult issue for us is the disaster has struck the southeast portion of the island, where we find a number of luxury and budget accommodation resorts," Mr Smith said.
"We are concerned Australians may have been there holidaying."
If you are concerned for family in the ares, the Department of Foreign Affairs has set up a hotline. Call 1300 555 135.
Authorities, at the moment, have no concerns about Australians who may be in Tonga.
"I have spoken to our high commissioner in Tonga and the level of damage is such that we're not concerned at this stage about any Australians," Mr Smith said.
Mr Smith said the advice was that Australians in Pacific islands such as Niue, Fiji, Noumea, New Zealand or Nauru had not been harmed.
Deputy Prime Minister Julia Gillard said the government could consider financial aid for Samoa.
"From the past, I think people know this is a country that has got a prior track record of extending a helping hand around our region when it's required," she told reporters.
"But, obviously, these events are still unfolding. They are being monitored closely.
"As soon as we can provide people with further information, we will."
Prime Minister Kevin Rudd, who is travelling in Western Australia, is expected to comment on the situation later today.
Samoa tsunami toll may exceed 100
A series of tsunamis smashed into the Pacific island nations of American and Western Samoa killing possibly more than 100 people, destroying villages and injuring hundreds, officials said on Wednesday.
A Pacific-wide tsunami warning was issued after a huge 8.0 magnitude undersea quake off American Samoa, with reports of a small tsunami reaching New Zealand and rising sea levels in several South Pacific island nations.
The Pacific Tsunami Warning Centre cancelled its warning, but Japan's Meteorological Agency issued a local tsunami warning for the country's eastern coast, warning of a possible tsunami of 50 cm (2 feet).
The Indian Ocean tsunami on December 26, 2004 killed about 230,000 people across 11 countries.
Shortly after local radio tsunami warnings were issued in American and Western Samoa, waves started crashing into the capital of American Samoa, Pago Pago, and villages and resorts on the southern coasts of the tiny island nations, witnesses said.
"It's believed as of now, there could be a number close to 100 deaths," said Ausegalia Mulipola, assistant chief executive of Western Samoa's disaster management office.
"They are still continuing the searches for any missing bodies in the area," Mulipola told Reuters, adding the southern side of the country's main island Upolu was the worst hit.
"There have been reports of villages, where most of the houses have been run over by the sea," he said.
"Some areas have been flattened and the tsunami had brought a lot of sand onshore, so there have been reports the sand has covered some of the bodies. So we need specialised machines to search for bodies that are buried under the sand."
In American Samoa, a U.S. territory, the death toll was officially 14, but could rise, said officials.
Five tsunami waves
A series of five waves hit Pago Pago, swamping the harbourside business centre and temporarily closing the airport.
Yachtsman Wayne Hodgins, who has in Pago Pago harbour, said he had heard of people being swept away.
"There was a couple and a young boy, they were clinging to the lifestandard. The water came and went very, very quickly, but it was absolutely ferocious," Hodgins told American media.
American Samoa tourism chief David Vaeafe said water levels rose about three minutes after the tsunami warning, with small villages around the capital devastated.
"Access to Pago Pago has been closed. Water had come up to the first floor. The radio station was evacuated, a lot of damage, structural damage to the steel and brick structure," Vaeafe told Australia's Sky Television from Pago Pago.
There were reports of looting in Pago Pago as people flocked into supermarkets to stockpile supplies. Fishing boats not thrown onto reefs by the tsunamis moved out to open sea for safety.
The tsunami caused waves of 1.5 metres above normal sea level off American Samoa, according to the Pacific Western Tsunami Warning Centre in Hawaii. But there were unconfirmed reports of waves taller than 4 metres.
Hundreds of people, including tourists, fled coastal homes and resorts to higher ground in both nations.
"As of right now, everybody is up in the high mountain ranges," said Senetenari Malele, announcer for local radio station Showers of Blessings in American Samoa.
Hundreds of people have been injured in the tsunamis.
"Injured people are being stabilised onsite by teams in the villages and will be brought over to the main hospital, but roads and communications are damaged," Western Samoa health chief Palanitina Toelupe told Reuters from the emergency ward of the country's main hospital in the capital Apia.
"So far, we are coping. We will definitely need help from overseas, but we will have to assess that later."
Tame temptation
Cave every time a tasty morsel crosses your path? This plan will whip your self-restraint into shape
In a world where you can inhale half your daily allotment of kilojoules as you turn left out of the drive-through, often the only thing standing between you and a few extra chins is willpower - that oh-so-elusive ability to halt the urge to indulge. If your powers of resistance are lacking, you'll be psyched to hear this: research shows that willpower is a kind of mental muscle, and like any other muscle, it can get stronger. These four tactics target the most common resolve busters. Put them into practice, and pretty soon that cheesy pizza slice or glazed doughnut will be no match for your mighty mental strength.
1. Eat smaller, more frequent meals
What it targets An out-of-control appetite
Why it works Going for too long without eating makes your blood sugar plummet. That leaves you with a raging appetite that can overpower your best intentions. If you have small meals every three to five hours, your blood sugar stays stable, preventing a sugar low that will leave you vulnerable to overeating, says dietitian Lisa Jones.
Your blood-sugar levels do more than affect how hungry you get; they're also directly connected to willpower. In lab studies, people's blood-sugar levels dropped when they performed self-control tasks; then, when asked to attempt another test of resolve, they fared worse. Raising blood glucose with sugar-sweetened drinks restored the subjects' lost willpower. "Mental tasks, such as self-control or concentration, require the same energy your body runs on," explains Dr Roy Baumeister, a professor of psychology at Florida State University, US, who conducted the studies. "So it will be harder to exert willpower if you haven't had enough to eat."
Your weight won't take too kindly to your downing sugary drinks, so reach for snacks that mix carbs with lean protein and a bit of healthy fat (the kind found in nuts, olive oil and fish) to keep your blood sugar on an even keel. Try low-fat yoghurt with berries, or a handful of almonds with an apple.
2. Eat with your other hand
What it targets Distraction
Why it works Picking up a fork with the hand you don't usually use automatically slows you down and makes you focus on your meal - two things that have been proven to aid weight loss. Now studies are showing that, with regular practice, this kind of switcheroo technique can also increase your overall willpower. Dr Baumeister found that people whose resolve was drained by one test - say, resisting a bowl of delicious, crispy hot chips in favour of a plate of boiled brussels sprouts - gave up more quickly on consecutive tests, such as trying to solve an unsolvable puzzle. But in another of Dr Baumeister's studies, when subjects spent several weeks practising small acts of self-control, such as using a different hand to brush their teeth or operate a computer mouse, they worked longer on that same puzzle.
"By practising their ability to override one specific impulse, they increased their overall capacity for resisting impulses," Dr Baumeister explains.
The subjects in this study saw signs of progress within three weeks of daily activity. Of course, your results will depend on how often you practise and whether you keep it up over time - it's quite possible that, just like your upper arms, your grey matter can turn flabby if you don't keep working it out on a regular basis.
3. Be realistic about your willpower
What it targets Impulsive eating
Why it works Most people overestimate their ability to resist temptation, according to new research from the Kellogg School of Management, Northwestern University, in the US. Researchers found that when participants were in a "cold state" (ie, not experiencing hunger or other cravings) they had a hard time understanding how a "hot" impulsive state will influence their behaviour. "People are not good at anticipating the power of their urges, and those who are the most confident about their self-control are the most likely to give in to temptation," says Professor Loran Nordgren, who led the study. "The key is simply to avoid any situations where... weaknesses thrive and, most importantly, for individuals to keep a humble view of their willpower."
Staying "humble" might include arranging lunch with friends in a sushi bar rather than a pizza joint; or resisting the purchase of a jumbo tub of ice-cream that you're confident will last for weeks. As Dr Baumeister says "Self-control is a limited resource," so giving yourself fewer opportunities to resort to it can only be a good thing.
4. Lift your spirits
What it targets Emotional eating
Why it works It's estimated that when people overeat, nearly 75 per cent of the time it's because they're feeling down. It stands to reason that lifting your spirits might also help you take your mind off inhaling that entire bag of Twisties, and a study published in the Journal of Experimental Social Psychology backs this up. Researchers first depleted people's reserves of willpower by asking them to eat only radishes while leaving them alone in a room filled with biscuits and chocolate. Next, some of the volunteers watched a short comedy video while others viewed an educational film. Then the entire group was asked to perform the same mental task. Guess who did better.
The results show that even small doses of pleasant emotions can quickly renew your ability to say no. So the next time you're facing down seemingly irresistable temptation, dig out your Summer Heights High DVD or treat yourself to that fabulous pair of shoes you've been eyeing. Sure, the good feelings you experience might only be temporary, but they will certainly last long enough to get you safely past that doughnut shop.

Washington, D.C. favorite area for wealthy young
By Patricia Reaney – Wed Sep 16, Rueters
NEW YORK (Reuters Life!) – Washington, D.C. has become the favorite area for wealthy young adults, with the nation's highest percentage of 25-34 year-olds making more than $100,000 a year, according to a new analysis.
Sixteen of the top 50 counties in the United States with the highest share of wealthy young people are in the Washington, D.C. area. Loudoun county, which is part of the Washington metropolitan area, has 10 percent, or 10,327 young adults, making more than six figures -- more than San Francisco and New York in terms of percentage of the population. "In 1990 you had a lot more concentration of this demographic in the heartland and in Texas, likely driven by the oil economy, and some of the agribusiness," Michael Mancini, of The Nielsen Company, said in a statement. "But now, there is a densification of young money in major metros." he added. Arlington County, in Virginia near Washington, D.C. captured the second spot, followed by San Francisco,Manhattan and Douglas County, which is situated between Denver and Colorado Springs in Colorado. Just under 16 percent of households in the United States are headed by people aged 25-34 years old, whose median income is $49,754. Slightly more over than 13 percent in that age group earn more than $100,000 a year, according to Nielsen. The overall national median income is $51,287. Highest incomes usually correlate to the highest earning years which are 45-54. Nielsen compiled the rankings using information from the U.S. Postal service, and data on income, age and household size from Equifax, which compiles credit reporting data. "It is all based on the percent of the population in the county that matches a demographic," Mancini explained in an interview. The Washington D.C. area has become increasingly popular with young people during the last two decades, according to Nielsen. Mancini believes part of the appeal of the Washington area is jobs in both the private and public sector. It also has strong education and healthcare institutions, a moderate climate and easy access to recreational facilities. "What often happens is that those factors attract the young and educated who then end up staying," he explained. Forsyth County in Georgia, which is part of the Atlanta metropolitan area, Alexandria City in Virginia,Delaware County north of Columbus, Ohio, Scott County in Minnesota and Broomfield County which is part of the Denver area, rounded out the top 10 counties.
